Enhancing Security Service Delivery and Talent Development Infrastructure via Japan-Vietnam Collaboration to Expand Cybersecurity Business in APAC

LAC Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; President and Representative Director: Toshikazu Murayama; hereinafter “LAC”) and Rikkeisoft (Headquarters: Minato-ku, Tokyo; President and Representative Director: Bui Quang Huy; hereinafter “Rikkeisoft”) signed a Memorandum of Understanding (MOU) for a comprehensive business partnership on October 8, 2026, aiming to expand their cybersecurity business across Japan, Vietnam, and the broader APAC region.

Through this partnership, the two companies will combine LAC’s advanced security technologies and extensive operational track record with Rikkei’s multilingual workforce, global delivery network, and international business foundation to contribute to secure business operations and enhanced cyber resilience for Japanese companies operating in Japan and the APAC region.

Background

In recent years, as Japanese companies expand globally, responding to sophisticated cyberattacks targeting entire supply chains and addressing cybersecurity talent shortages at overseas branches have become critical management issues.

Particularly in the APAC region, where the business footprint of Japanese companies, especially in manufacturing – continues to expand, securing operational structures and addressing the scarcity of security talent remain key challenges. Consequently, there is an urgent need to build an operational framework capable of continuously delivering the security governance required by Japanese enterprises.

To deliver Japanese-quality security services overseas using the advanced technologies and operational expertise developed in Japan, LAC has been building a business foundation that leverages local talent and regional delivery structures.

Meanwhile, Rikkei Japan, as the Japanese subsidiary of the Hanoi-headquartered Rikkeisoft Corporation, supports IT and digital transformation (DX) for Japanese enterprises. Leveraging Rikkeisoft Corporation’s global network, Rikkei Japan’s strengths lie in its multilingual workforce, global delivery capabilities, university networks, recruitment/training infrastructure, and engineering resources. Furthermore, Rikkei Education – the training and development arm of the corporation, actively fosters IT talent through partnerships with universities.

Areas of Collaboration

The 02 companies will promote collaboration primarily in the following areas:

1. Joint Planning, Proposal, and Delivery of Cybersecurity Services

By combining LAC’s advanced security capabilities and operational experience with Rikkeisoft’s multilingual team, global business presence, and delivery network, both companies will jointly deploy cybersecurity services. Starting with collaboration in Japan, the two companies will also explore joint business expansion into Vietnam and APAC markets.

2. Cultivation of Global Cybersecurity Talent

By combining LAC’s training expertise with Rikkeisoft’s university network, recruitment/training infrastructure, and engineering resources, the two companies will advance talent development in cybersecurity. Looking ahead, the initiative aims to build a sustainable talent pipeline that continuously trains bilingual (Japanese/English) global security professionals who can participate in live client projects.

Future Outlook

LAC positions this partnership as a key strategic initiative to expand its cybersecurity business in the APAC region. Through collaboration with Rikkeisoft, LAC will deliver security services that leverage its advanced technologies and operational expertise to customers across Japan and the APAC region.

For Rikkeisoft, this partnership aims to strengthen its security service delivery model and talent development infrastructure by capitalizing on Rikkeisoft’s human resources, educational foundation, global delivery framework, and international presence.

Moving forward, both companies will hold detailed discussions regarding specific implementation plans, role allocations, and terms for each collaborative domain. Starting from joint efforts in Japan, they will jointly explore expansion into Vietnam and APAC markets. By combining their respective strengths, both companies aim to support safe, secure business operations for global clients and contribute to elevating cybersecurity standards across the APAC region.
